Don't have exact measurements yet, but about 4 to 6 feet wide and about 6 to 8 feet long, with about 6 to 7 feet ceilings

shoot for 2 1000 watt lights if your staying close to minimum distances.... if its full dimensions IMO It would be better suited with 4 600's. looking to do soil or hydro? Good choice on the basement as it keeps steady temps and is usually cooler. do you have a place to vent your heat from the room/lights?

I am going to put a dryer vent on the side of the house to vent in warmer times if year, and might vent back into basement in colder times.
I am going to section off a little inside for my veg cab, also I am allowed 6 flowering, so I will always have something in veg ready to go.

If you have the funds, buy a tent. Ready made and easy setup and tear down.

so 12 veg 6 flower? If not please correct, it will matter. Make sure to get that veg spot as light tight as possible, light leaks are not your friend, even if its tiny. What type of lights are you running? even if you sectioned off 2x4- 3x4 you'd still have about 25-30 sqft. If you have been looking at lights, a 400 watt to veg and 1 or 2 600's for flower would be a great start if you have the cash. Veg big and do some reading on training... You've definitely got a little bit of a learning curve ahead of you but it is definitely a rewarding hobby! First suggestion would be to grab a couple books from different authors and research the differences in their opinionated topics. How long before you are planning on breaking soil/hydroton.

Have a northern lights and 3 white widows in my flower space, it's tight. In my veg I have 2 cuttings of the Northern in Flower and also 2 cuttings OG a sour D and 2 jack flash, 2 Assuie blue x white widow cross #1 and 2 ABxWW #5. I also have Big Bud, Bubnle Gum, Ice and a free seed all almost ready to take cuttings off to keep the strain.

Look at adding power befor you build. Most basements only have a small amount of plugs and are on one 15amp braker. You will need more then that. 6 plants in flower you need a 600 or 1000 a 6" fan. Should be a 6x6 area just for that. Veg and clones use T5 this will help with heat. But a 400mh over your veg would help get bigger plants but still use a small T5 for clones. Build your setup and run it as if you have plants for 24 hours. Fix any mistakes. Light leaks, heat and temps befor you even put a plant in the ground.
