New Grow Box - Suggestions?

I am a newbie to the forums here and a newbie to growing so I know I'm making some mistakes but here's what I have so far. I built the box with stuff I had lying around the place, except for the fans. I plan to order some mylar later today so I can finish it up but flat white paint is doing the job so far.

Box - 15" x 15 1/2" x 48"
Lights: 4 CFL - Two are 100 watt equiv and two are 75 watt equiv, 5500k and 5000k respectively
2 - 4" fans for air flow, one in the top with a duct pointed down and one in the bottom that's not directed.
1 - 3" Exhaust vent and I'm pretty sure I'm adding another...I can hear the back pressure bog the fans when I close the door

The plants are at 3 1/2 weeks with the tallest being a tad higher than 4". Three of them had significant trauma when my cat slipped in the closet and ripped three of them out of the dirt, two with roots, one without (one of them with roots remaining died). I dropped a light cord on one that cut it in two, it's the really short one. I cut them with a razor like I was making a clone and dipped them in rooting hormone. So far they are doing well, one of them is actually my best grower so far.

- Week 1 I was just screwing around and grew them on the balcony in the sun, supplementing light hours under a standard incandescent bulb.
- Week 2 I decided I wanted to get a little more serious about the grow so I moved into the closet under two CFL's that I had set waay too far away.
- Week 3 I added two more bulbs. At the end of week three I finished the box, moved the plants in there and dropped the lights to about 8" then two days ago dropped to 3" and I've noticed significant growth.

They really didn't start to grow until the end of week two when they were in the closet with two lights so I know they didn't get off to the best start. Any ideas as to what I can do to supplement for the horrible start they received.

I've done some mods to the unit since I built it. I lined the inside with reflective material and added two more bulbs for a total of 6-23w 5000k CFL's and the babies are loving it.
