How stealth does it need to be? could be looking at anything from a small tent setup to a stealth dresser build

You can grow one medium size plant in a 2 X 2 X 5 tent- excellent price at www.ledwholesalers.com. I erected their 2 X 4 tent yesterday (it was only $20 more). Sturdy, reasonably well made, metal frame $100 including shipped from west cost to east coast.
In a 2 X 2 you should be able to use a HO T5: in a 2 x 4 you can set up a perpetual system. Veg or clone on 1/3 of the tent, use the other 2/3 for flowering
ledwholesalers has a decent quad band UFO 90 for $135. I am sure it beats my 2.5 yo dual band UFO 90. Due to its' 95/10 red/blue, I need to supplement with cfls during flower. While supplemental lighting will improve yield, you will have to do some diy to hang them. Not necessary, but could be good for 10-20% increase in yield + better bud development.
Once upon a time I saw a light fixture that fit around the UFO 90 with at least 4 bulb sockets. By the time I figured out how beneficial that would be, I can't find em anywhere. HELP?

It all depends on how far you want to take it. My cab is designed for 1-2 plants. When I built it I thought I could do it all for $200. Most everything in it is DIY and I have close to $1500 in all of it now and I am still not happy.
As for where to buy lighting and things. I went to local electric supply places to buy my ballast and sockets, I ended up paying as much local as I would have online with shipping. For my nutes I got lucky and found a local garden/pet supply place that carries just about every Fox Farm product and a local nursery that carries Botanicare products. Just shop around your local area and see what your community can offer. The only real things I have had to order were my bulbs.
