well your tent should come with holes already for 6" ventilation, you want minimum of an exhaust vent with inline fan pulling the heat away from the light. you also want to have at least (1) 16" fan for the foliage and a small 6" intake fan to help keep it cool.

16 plants isnt too much depending on the size of the plants, if your gunna veg for 4 weeks then yes, thats too many. figure at that size you want minimum of 100w per plant so 10 max but even then thats a lot of light coverage so the room better have great reflection

soil growers can yield just as much as hydro growers, its all in the hands of the cultivator. neither ways seem to make much of a difference in flowering time, if anything i think hydro is slightly faster but if you aero cloned for both hydro and soil i dont think the flower time will be far off from each other... within days...

hydro and soil are to the growers desire, since this is your first i would suggest using a soil based medium. its much cheaper to start and gets your feet wet. there is nothing better to learn from than your own mistakes so before you just walk into hydro and start pulling out your hair i advise using grow bags and fox farm ocean forest.

average is less then 1/2 the watts. if your running 10 plants then i would say safe bet of 400g's but im not a pro on guessing weights...

get the cubic footage of your cabinet 4x4x7=112 so technically a 112cfm *112 cubic feet per minute* should work.
250cfm inline should do wonders. the better the cooler, you may find the room gets too hot with the 1k watter so you might want to go a bit bigger than 250cfm
