w/out having a good picture of your wiring diagram,I will be winging it so double check to your wiring diagram.
1 -the blue wire from your plug should go to the ignitors #2 terminal along w/ 1 wire from the cap (-either 1 it wont matter.) along w/ the wire for the socket that attaches to the base(not the center tip)
2 -the brown wire from your cord should go to the ballasts voltage in & the unused wire from the cap
3 - the wire#3 from ignitor should go to the ballast (term on ballast should say x3 or ignitor
4 the lamp terminal (or load) of the ballast will go to the center post of the socket & to the ignitor terminal #1
ground the ballast & hood.
