i have a 18"x14"x18" chamber 1 and a 18"x18"x20" chamber 2, both with one intake and 2 exhaust fans. all 80mm cpu fans. will that be sufficient to keep it cool running 4 42 watt, 6500k, cfls for chamber 1? and roughly 5 42 watt 2700k cfls and 2 42 watt 6500ks for chamber 2?

probably, depends what the ambient temps are and where the exhaust is going.
What's stopping you firing it up and running it for a few hours with a thermometer in there? Sometimes is easier to just test the damn thing rather than try to calculate if it will work or not. You might wanna ditch the intake fan/s, think about it, you're trying to move twice as much air out as you're moving in, so the exhaust fans can't work to their full potential. If you leave the hole as a passive intake, air will flow in freely as fast as it leaves.
