Exclamation digital greenhouse ballast question

i did some swaping for stuff got a digital greenhouse 400 watt digital electronic ballast its 120-240 imput volts 50/60hz 3.6 amp/120v 1.8 amp/240v i cant get it to work. looked at the cord and on the end of it it says totally rong specs will that cause my ballast to not work? if so can anyone tell me the kind of cord i need to power it + rep for any help thanks
