Hey. Decent setup for the first few weeks i should think. However it seems like your using warm lights i.e giving off a yellowish light. from what ive been reading what you need are cool white lights for the vegging period and warmer tones for flowering.
In addtion i think you should use lamps with higher wattage. that will help the most during your grow. 4 19w lamps will do, but 4 lamps of 45+ watts will help a lot more. dont think you can over light a plant. the only issue that rises with increased wattage is heat. and you can control that reliably with good ventilation.
im using cfls myself for the first couple weeks. then using 600w hps. i am 6 days into growing. the seeds sprouted and are now growing leaves. i have them under 2 65w 6400k lamps. i have a small intake fan and a medium outtake (6" and 8"). you want the air circulating in your grow box imo. why dont you get a small oscitilating fan and put it in there.
hope this helps. take at look at my grow. would welcome any input too. best of luck
