Well...first off...are they feminized seeds? If they are...they say the plant is mature when the nodes start alternating form eachother...not directly across from another. Or when you start seeing preflowers they say it's "mature" also. But...i've seen people take clones as early as 6 weeks.
Really i'll give that a try whens best to top a plant? and also when new growth appears can that be topped when grown?
If you're cutting off the new growth...that's usually called "fim"ing the plant. What you do is cut off 80% of the new growth...and you usually get 4-6 new tops.
They say to top i think above the 4th node? maybe 6th? haha...i don't remember. Here's a link to show you the fim'ing technique. CLICK ME!!!!
To get 4 main colas, you wanna top just above the second true node. Look up Uncle Ben's Topping Techniques. Really good info there. I believe my first statement is correct, but not 100% so you know. Just tryin' to help.
