It didn't work for me, but you might have more luck.
The heat is in the ballast so I tried a fan directly above the vents in it, blowing down. It dropped temps 1 or 2F but I got a hotspot all the way down the case as that was just as bad as the top of the case.
It looks like you have a fan vent at the top rear you could open up. I think you should bring that into play.

Well that took a lot longer than expected, but I finally got 10 "el nino" feminized seeds and have just started germination. Now the fun begins!!
