Slow start with CFL

Nov. 1st... First indoor try ever. have just about a week or two of troubleshooting out of the way i think. Have seedlings just not doing their thing yet. (struggle mode for some reason) bought some real soil and nutes. am using just 23-26 watt cfls hoping im getting enough light seeing as im not worried about the yield the first time just the process of getting through it. Have started so many times in past fifteen years(always outdoors and just messing around with bag seed, but never been in a place i could finish. Of course im hoping for some results in the decent beginner range. any help out there?
