Here is the meat of this bill, a step in the right direction but very restrictive and geared towards corporate cannabis cultivation.

If passed into law, this bill would create a medical cannabis system regulated by the Department of Health, the Department of Agriculture and Department of Financial and Professional Regulation. The law provides for up to 22 cultivation centers and 60 dispensing organizations throughout the state. It would allow safe and legal access to medical cannabis for sick people with one of the more than 35 specific conditions listed in the legislation.
The patients would be allowed to purchase 2.5 ounces every two weeks and any cannabis used in edibles, tinctures or topicals would count towards that allotted medicine limit. Medical cannabis would be taxed at the same rate as pharmaceutical and over the counter medicines of 1%. Public safety officials, school bus drivers, police officers, firefighters, commercial drivers, anyone convicted of a drug related felony and probation officers are prohibited from being patients. There are limits as to where cannabis may be consumed and carried and patients would be subject to a Standardized Field Sobriety Test if suspected of driving under the influence of cannabis.

So I have just noticed. The problem is they will still be competing with experienced(in some cases more experienced)growers in the state for the remaining 95% of the consumers this bill doesn't cover.

You might want to listen a little better. It's passed the house. It's passed the senate committee. It is headed to the full senate to be voted on. If it passes the senate it will still need to go to the governor to be signed.

I doubt it will pass the senate. For the med folks who need it I hope it does but there is a lot of opposition in Illinois as there is most states, especially in the mid-west and southeast. If passed it will be a very restrictive med program, better a bad one then none at all? Probably not being any person can grab an eighth to an oz in the "real world" market for slightly inflated prices. 45-70 eighth 275-450 oz.

It'll pass b/c the doctors are pushing it through, and the state could always use more revenue...which has been wasted via incompetence and corruption for decades.

Well, seeing how our last two governors are still in jail. Also Gov. Quinn would prefer a wire transfer or black briefcase of cash instead of a large sack with a $ on it.

So this has been passed and is approved for four years. This sucks for Illinois citizens, but after that four years, many other states will have legalized or made new legislation for medical marijuana and hopefully Illinois will then allow for more widespread use for many different ailments.
