Here is what I am working with:

12 inch tall round planter
bottom inch is rocks for better draining
8-10 qt. of Miracle Gro Organic soil (about 2 inches from top of planter)

So about 10 cubic inches of soil.

#1 Under IDEAL circumstances, how tall can I expect a Northern lights plant to become in this pot?

#2 Under IDEAL circumstances, how much taller does Northern Lights get when put into flower cycle?

#3 Is it possible for NL to get taller than 2 feet (soil to top) in a pot of this size.

I'm missing something. Are you saying that the pot has 8-10 qts if soil, or 10 cu inches of soil? It can't be both.

from what ive read, the bigger the pot the bigger the plant. im no expert or anything. when the roots reach the bottom that means they want more space.
