Okay, here's an update. After leaving negative feedback on ebay they contacted me almost immediately and revised their offer to a complete refund if I am willing to revise my feedback. I agreed. I'll use the refunded money to buy a decent ballast and set my mind at ease. Thank you to all who gave useful anecdotes , advice, and support. I have spent a lot of time doing an immense amount of research and when I looked into the reviews of this seller there was a lot of good experience reported. I am happy to say that I feel like they (finally) took me seriously. However, from now on I am going to spend the extra money to get my important equipment from established vendors who specialize in this field. Lesson learned.

I hear you, I guess I got unlucky. Shit happens, it was the way Yescom attempted to shuffle me off for $20 that really pissed me off. Got the full refund for my ballast yesterday, all is good. Far as I am concerned, they made it right but I still will look elsewhere for my future purchases.
