-Yes thats a good indicator that your plant has enough water.

- No, that is an indication of how much water your plant will consume, the feeding your asking about would be the PPM concentration of your nutrients. Depending on what type you are using there are different
strengths for each stage of development. For example I use General Hydroponics and they have feed charts on their website to go by. A tds meter is very helpful and can be had for under 20$.

I plan on using general hydroponics as well. So just as an example let's say I've already transplanted into final home (3gal smart pot) and I'm already into veg mode and its time for a feeding. If I mix the nutrients correctly and get the proper ppm, how much of that gallon of water/nutrient mix will I need to feed into the plant?

As much as your plant will drink. Mix up your solution, aim for a gallon per plant(however you wont need that much at this point so you can aim for half a gallon if you want). Grab a measuring cup and measure out how much it takes, start with a cup or two and you will find out your base amount, as time goes on this will increase as the plant grows. I am currently using a gallon per plant but mine are in week 4 of flower in 5 gallon smart pots and it takes about 2 days in between waterings.
*I found General Hydro to be strong so go light when mixing it at first to see how plants respond.
