First I would advise Turkey to lay off the Kurds
Then I would advise the Kurds that we support their independence in northern Iraq.
Then arm the shit out of the Kurds.
Next tell the Sauds to stop supporting Daesh or we will let Iran take over southern Iraq.
Now let the Russians, Assad, and the Kurds, Iranians and whatever Iraqis are up to it finish the job with combined air support from all of the players that can.

I think this is a relatively good solution, something similar is what I would go with, but the problem I see is this requires the threat of war, and that's something we can't back up as a country right now, because if any of those players chose to disagree with those demands, there's nothing we could legitimately do about it, and without all of them working together, that plan won't work.

We rely too heavily financially on Saudi Arabia to pose any legitimate strategic threats, the American people largely view Iran as a threat, so being seen as friendly with them (even over Saudi Arabia for some fucked up reason) will negatively affect reelection

I'd say cut off their money supply, then go after their recruitment

They make a ridiculous amount from oil, start there. Their online presence is pretty successful, target that. Don't drone strike innocent people. Bleed them out, without money they can't pay soldiers.

Chicago is known to be a "gun free" zone run by a bunch of wacked out liberals and has one of the highest murder rates in the U.S. Since gun free zones are so effective, perhaps we need to post these signs around the world.
