African Americans are the same species as you and I (Assuming you're a white male of European heritage). There is no cognitive differences between the two groups. However, poverty and discrimination are both linked to lower intelligence quotients in those afflicted by them, regardless of race. There is your answer. It afflicts every race it touches.
I have the theory certain conceptual concepts get stored in DNA. Like how a baby can swim at birth, but must later relearn when he gets older. Maybe we all came from the ocean. What other abilities would differ from the last 10,000 years like wheat tolerance in the diet affect intelligence? What effect does the different virus fragments that differ by geographic location have on intelligence? Those questions aren't easy to answer, with many more.
