Default Question about flowering

Hey guys, i'm currently in the process of growing a satvia plant outside under the natural sun. The plant has been in the flowering stage for about three weeks now and has not really made much progress as far as budding is concerned. Is there anything I could do to speed up the process or is it all in the hands of the sun cycle?
