plants didn't revert to vegging after light change

I put 5 week old WhWidow and AusBlue plants grown in soil (my first grow) under 12/12 to sex. After a few days, sex showed and I tossed males. Put females back under their regular light HPS 1000 to 21 hours on and 3 off and they never went back to veg. I wanted them to fill out so I could get clones. It's been a month now and they are budding like crazy and I can't stop them. Now it's way too late. My question - why didn't they go back to veg state.
