after you put seeds in the soil how close should you put the light to the soil, and how much should i water the soil a day... using 9 oz. (266ml) plastic cups to start then will move into a bigger home later

seeds dont need light to germinate or sprout, keep the soil moist untill they sprout.
then keep it watered normally. let it dry out before watering
when the seed sprouts, keep the light(CFL ???) about 1-3 inches from it.

its just an under cabinet 18 in fluorescent light the light output is 510 lumens its a plant and aquarium light will that be ok?

That should be fine for a while, You just dont want stretching.

You could go grab a 3-pack of daylight bulbs from walmart then Get a Light-fixture, Or a clamp-light with a Y adapter in it. That would last for a lot longer. But I dont know your plans, HPS? more CFL?

well i have quiet a few cfl bulbs so ill probably go with that for a while until they get thick and ready to be moved to a bigger home. and one more thing when they start growing out of the soil what kind of humidity range do i need to be looking at?
