Triggering Budding and Flowering

i dont know if this is true but my friend said there is a way to trigger when u want your marijuana plants to grow buds and flowers so that you can grow a 2-3 foot plant with plenty bud

is this true and how is this done?
i want to grow a nice 2.5 foot plant for my first time that will have some nice bud to eventually smoke?
how much could i harvest?

Yea the big secret is turned your lights out for 12 hrs and then turn them back on for 12 hrs. Do this for 60 to 70 days and buds galore.

Now dont tell everyone the secret! "OK"

when you should you put them in the 12 hour cycle, ive been growin gor a month my plants like..6-8 inches tall. the stem is definitly thickening. but im not sure when i should put it in this cycle. Ill get pics later...but its getting a smell. but theres no buds developin gon my plants..
