Im growing marijuana and my new plants main stem is weak, and if i dont put packed dirt around the base of the plant it leans easily from the weight of the new leaves

how can i help this

Put a fan blowing towards it and it will start to strengthen up.

I'd replant it up to the leaves, I wouldn't compact or compress the new roots at all. Once the plant is deeper in soil get a fan or a breeze (if using sunlight) on it to strengthen the stem as it continues to grow, then get it under lights.. cfls are cheap and good for starting seedlings... mine are 5-7 inch tall and the stems are about a 1/4'" thick. 2 x 26w is a good cheap (2 for $11.00) way to start them..
