She's quit growing upward after i topped her but at the base of every set of leaves there are little tiny leaves starting to grow...i should be smacked for this but there is no timed light schedule its just whenever i wake up and go to bed usually around 11 at night i turn them off and 8 or so in the morning back on...(do the math lol) here she is.....HELP

First of all, topping is supposed to help the plant get bushier (new growth rather than just vertical growth).

Second of all, get a timer! You clearly realize that having no set schedule is wrong, so why not do it right?!? The plant looks healthy, so make it happy! And then it will return the favor later on.

Default topped
i assumed that it would just start growing outwards at the top though in two different shoots but its taking forever...im running 1- 23 watt cfl and 2-19watts and the soil is just some general purpose potting soil that i had laying around and i water whenever i feel the soil is dry...(finger test)

if you want it to grow faster your going to need to expose the plant to much more light. go get some cfls like 100 watts or more and those should provide enough light to quicken the growth than what you got going now
