Oh one last thing Tetra, seeing as you were trying to Burn me for asking about mercury Vapor lights in a thread I made.

About time you figure that out.... HAHAHAHAHA

I still do not understand what set you off. The first thing I told him was to step away from the Ballast and get a new light.

Anyway. I hope he gets it all figured out. He did say that it might take him two weeks to get a good light. You might think about going to Lowes and buying two 43 watt CFLs for each plant and one single bulbed t-5 light. This will still set you back about $100. Is there not any Hydroponic stores around where you live? They Sell nice lights there.
