Default small ass plant

my plant in my backyard gets sunlight about 10 hrs a day and i know how to water it and have been correctly but its still about 6 inches tall and is 5 weeks mature i see white pistils coming in from the top and im preetty sure its not suppose to be flowering at such a small stage. HELP!
