That would also be a problem, if your using CFLs you should put them about 2-3" away from your plants. 10" is wayyy to far. They are just going to stretch and stretch to reach the light. Get em alot closer and I"m sure you'll see a big difference.
EDIT:
If your CFL light starts getting hot, get a 120MM PC fan and hook it up to blow towards the lights, or just get an oscilating fan.
Try and also find out what NPK is in that soil.
If you can get a fan in there or around the plant also do that.
