Unless you got a lot of rain coming up soon or there is worry of frost, let em bud outdoors. Are you using any nutrients/fertilizer? Tops are obviously gonna be more dense buds than bottom of plant, just because they get unadulterated light....only way you can help is by training your plan so that each bud gets about the same even amount of light.
