Is it the 4th week into 12/12? If so you should be having buds already well at least I have well developed buds at 4 weeks into flowering.
I know they're not too well developed compared to many I've seen posted, but they are into the 4th week after seeing the first white hairs. and I was wondering how much longer it's going to be before I actually start seeing something resembling buds.

I'm wondering if its a sativa that takes 10+ weeks would it take longer before the buds start to show?

Actually, (don't laugh too hard) but I didn't know any better, and they have actually been started from seed at about 8/16 with a 4' flourescent grow tube and 1 regular tube from my workbench light, until the beginning of July when I moved them to outdoors plants.
All in all, they are about 14-16 weeks old, I don't know for sure-like I say, I didn't know any better, and didn't keep very good notes at that time.
They are bagseed, and I'm getting right at 12/12 natural sunlight down in the south here, although the humidity is kinda high, and the3 temps usually in the 90's during the day, sometimes dropping into the mid 70's at night.
Here's a better pic of the leaves, somebody mentioned it might be a sativa strain..........
Also shows some of the rust spots I've been getting lately.

Not in my experience.. I have one strain that takes 12 weeks to flower, but it still has what looks like buds by 3 weeks of flower, and you are at week 4...I have heard other stories though, and my experience is just with the one long running plant, so I am no authority on the matter...but also it might just be that outdoor flowering isn't in full tilt everywhere at the same time...In my area things are just getting started really.
