can I move to flower?

Due to lack of space and herb I was wondering if these plants are large enough to move to 12/12 they are crystal limit strain. The one in soil is stunted due to overwater then underwater because I left for vacation for a week and my buddy sucks at reading directions. The seeds popped about 40 days ago and have been under 290w 24/0 cfl's prethanks for the help

idk much about strains but people grow 12-12 from seed. you will have a smaller yeild. i jist put put mine into flower at 6 inches 2 days ago
