cheapest web site to buy seeds from?
i have searched online loads and and the cheapest i can find is seedsman wholesale but i had to sign up to it, has any1 bought from there b4?

I sure wouldn't be buying seeds because they came from the cheapest place you could find. You put too much time and work and materials into the plants to start off with who-knows-what. If you want cheap seeds, grab some bag seeds from a buddy for free, you'll probably get just as good an end result. IMO.
Attitude or Herbies in my experience (Herbies charges less for shipping). Or what you're asking is what seed company\breeder sells their strains the cheapest? Look around on those websites and you should find 10 packs of seeds for under $50... not all seed companies are created equal though.
I like Mandala seeds since they perform very well and aren't exorbitantly priced.

ive been to the mandalla site. they dont like ferts either. they like plants to be fed lightly. but i think their seeds, are also mostly not f-1? if so, the seed will be much alike, with not much variation. this is good.
The only site I have used is Attitude and they get an A+ all around.
I have used Herbies, Sea of seeds, and the Attitude with great results. The cost somehow ends up being very very close...one might charge more for shipping, and less for the seeds, while another charges less for the seeds and more for shipping...they are all pretty close to the same price though...Herbies will sometimes price match with the other distributors...just read through the fine print on the homepage of the website, some months it mentions price match, and then other months it doesn't...
