NO, 13w is not nearly enough for flowering and lights dont dictate the flowering period, its the light schedule, 12/12 will send them into flowering, if you want to use cfl then get at least 4 26w lights per plant

how long will it take if i use 13W cfl lights cause there pretty bright i dun have much money to spend so im lookin for the easy way and cheapest way to flower right now i only have 13W CAN I DO THIS?

As raeman said, you want atleast 5 or 6 26W CFLs to veg a plant and generally more for flowering to reduce stretch to a minimum.

I look towards a figure around 7-8 42W CFLS for flowering.. 5-6 42W for veg.

Make sure your CFLs are in the correct color range too...
Daylight 6500k for Veg and 2700k (warm white) for flowering.

Also, as raeman said, the flowering period is triggered by the introduction of a 12/12hr photoperiod- Not the amount of light you give them..UNLESS YOU ARE GROWING AN AUTOFLOWERING STRAIN, IN WHICH CASE, NO CHANGE OF PHOTOPERIOD IS NECESSARY-18/6 ALL THE WAY FROM SPROUT UNTIL HARVEST.

If you are going to try and flower using 3X 13w bulb, Good luck, your gonna need it.
Because, even if it does try to flower under insufficient lighting, odds are it will stretch like a Mufu'er and will yield next to nothing.
Its really not worth the time,effort or electricity if youre not prepared to do it properly.

Cfls are cheap as hell at home depot and Wally world...Do yourself and your plants a favor, get more light.

You get what you pay for. You may get only 10 grams out of the whole plant when I have ended up with over 3 ounes by using a 400 w HPS. There is no reason to grow and only get that out of putting in that much time. I bought my 400 watt for $200 delivered and all from High Tech Garden Supply. It paid for it self and will pay for it self. I do not use a inline fan or anything and if you check out my last grow thread I could have sold it all for 4K. Like I said you get what you pay for. The best $200 I ever spent. I used a CFL my first and the second round I could not even compare I actually got plants.
 
i have seen successful grows with two three bulbs for one plant reduced yield of course i'm growing with 3 13 watt 2600k and one 26 watt 6700k so far so good

You can grow a plant under these low wattage cfls with no problems, and the plant will probably look pretty nice when it is growing. The problem is that your yield will be completely shit.

If you just want to learn how to grow a plant then go for it, but if you want to have something to smoke at the end of it, you need more light. I personally don't see the point in spending months growing, if your harvest is gone in a day or two.

20+ watt cfls and bulb holders are cheap as chips. You should add as many as possible. There really is no need to flower under a couple of crappy 13 watt bulbs.

I have a 430 watt hydrofarm magnetic hps ballast I'll sell you for $30. Just add a bulb and reflector.

The question is not 'how long will it take', but 'how loose or fluffy will the buds be?'
Common sense would tell you that if most everybody here is using a minimun of 400w, then 39w is not going to give you any end result even close to what they get.
