Soil looks really wet. You should only give a seedling like that a few tablespoons a day. Don't want to drown it.

I'd let the soil dry out until it's dry for a few inches down.

my two look like that too. they were real small at first i think since i didn't have much light. So anyways they're a little tall now you can see pictures of them in my profile, so you might wanna check that out. Anyways the best thing like truck said, dont water it very much. That helps it establish a better root system, since when its dry the roots burrow more to search for water. Also when it gets alittle taller, you may wanna keep a fan on it, like on low power, to keep the plant use to moving sort of, which thickens the stalk.
