Anyways let me help u bro. fluorescent lights need to be at least 2-4 inches from the plant. You need 100 real watts per plant to be able to flower. Do you have a fan blowing in the grow area? he included the one tip i forgot, a constant, or long period during the day of a gentle breeze from a fan will help in stem strength and heat from lights.
p.s. you can flower a plant with 1watt of light(in the right spectrums, of course..) you just wont get desireable results. watts is also not a good way to "Gauge" light..

correct in a sense, i dont think 1 watt would support a plant, but i def see what ur saying. also correct me if im wrong. but lumen intensity is the best way to gauge light coverage/penetration.

well rockegirl gave me a website to check into, and I looked at it and the guys on there (well a couple of them) had the same "lights of america" brand (model 7020) that i am using two of, and they said that their shit is working fine...
and yes, I have had a large fan (on low settings) going through my growing room, even before I started growing. (and yes, I water them once a day, since I set my finger down in the soil, (about 1.5-2.5 inch deep) and every day they are not moisturey so i water them a little, and it appears (only for a short period of time) that they are "floating" and yes, I have some A) gravel, and B) holes in the bottoms of them, and I was planning on puting them into a cut opened gallon of milk jug, with the same soil, and same pebbles on the bottom as I used for the cups
but then they started to look like they were dieing...
*question, since plants are living organisms like humans, and animals... and they have a somewhat long life/growing span, if they look like shit one day (or for a couple of days) and then you fix the problem, can they still turn out fine?

that is up to debate in my mind, most dont understand lumens is morely for the measuring of light visible by humans. but it is extremely more accurate than watts. lumens will measure light the plants cannot use as well as what they can.

yes, they can recover very well. cannabis can recover from more than you think, alot of us have learned that. im sure most of us have had the hps fall on your plants, i've had cats bushwack mine, and have had them come back, of course they can still die, but if they make it the first 24 hours, you're usually good. your plants, from the pics, look very rescoverable.

As for your last ?. I dunno about looking like shit. I only look like shit the next day after a 1/2gallon of whiskey. I sure dont give that to my girls(to greedy)lol/ but i guess u could say that thwy might look like shit one day and be better the next. anyways, the Sun produces 10,000 lumens per sq foot. i have 2 600w hps's and a 250wmh in a 36(9x4) sq foot area. that give me 5500 lumens per sq foot. there are much more accurate ways of measuring light intensity. but i think lumens per sq foot is a good flatline.

yes, lumens per sqf is a very good flatline.

ok, so I have officially made the lights a lot closer, instead of 3-4 inch away (and 4-7) for one of my plants) I now have 6 that are about .5-2 inch away and one that is 3-6 inch away (but in a larger pot) I have just got done watering them (since i haven't in the past 2 days) and I am probably going to bed, unless anyone else has any input on what I could also do to help them even more.

I wont even get into how light loses its intesity quadruplefold as its moves farther away from the source. but it sounds good man. just know you have 3+ months of buying lights and equipment to make this happen. 1-2 cfls wont do it.

just make sure they light is not too hot being that close - since i dont know of this bulb you speak of. if it burns your hand at the same level - move it.
