Default Covering Soil?

I've personally had problems in the past with those little fungus gnats that bury in the soil and lay their eggs. Then, before you know it you have all these tiny little shits jumping around in the soil and flying around your garden. Anybody who's had a problem with these will know what I'm talking about.

I thought of a possible solution. Would it be a safe measure to use some cardboard or something similar to cover the soil? Of course it would be removed for waterings and for reading measurements. I'm just not sure if there would be a mold issue or any other problems.

What do you think?

Yes, they have specific reflective paper that prevents mold and fungus, ect. Not sure what its called though. Look in the journals for people doing rock wool grows. I know there are a few in there.
