wait until the risk of frost is gone. Some plants have specific times when they will flower if they are grown outside, so make sure that wont conflict with the seasonal changes in your area. As long as you're receiving more then 12 hours of light you should be fine putting them outside. I would wait until the end of April if I was going outside with them, try setting up something that you can start them inside and move them outside when the weather is consistent.
