Of course. And 'how' depends on how much money you have to spend. But it is easy to bend metal using little more than a table and a 2x4 to any shape you want. And street signs are a good resource for free metal (j/k). Whatever you use, line it mylar or something else reflective (like that windshield reflector stuff) to ensure maximum efficiency.

Also, you can cut any shape hole want into metal using only a drill bit. Give us some more details on how you want these reflectors to look we will hook you up with the how.

These are OK for cheap and even come with an E26 socket to screw the fluorescent into. Making a round one yourself is likely tough, and I would not know how

ok i have pic if need just ask put get a all white 5 gallon bucket or i seen it done with a 2 foot aluminum dryer vent cut a or snip in half then drill the hole in the center add light and chains homemade reflector takes like 10 mins if u know what to do!!!!
