a question on energys saving flourescent lights

i was looking to buy a couple of new lights for my plants and when i was looking at the energy sacing cfl's i noticed they say like 40watts = 100watts... so does this mean the 40 watt lights i have are actually the same as 100 watt lights but they olny use 40 watts?
