First of all, baking soda will raise the ph, you needed to add lime to your soil before you put the plants in it. If you're already growing I would concentrate on ph'ing your water carefully - get a good meter (digital) and if watering with tap water let it sit overnight to get rid of the chlorine.
I understand your ph prob, out of the tap mine is 8.3 & I like to take it down to 6.5 - that takes acid. I used ph down from the local pet store but have since switched to a product called Acid Magic - it is a buffered Hydrochloric acid that won't burn you and works like a charm. 1/2 cap dropped 12 gallons (two full points) down to my magic number.
Most importently check your runoff ph.

i cant find that lime stuff anywhere. And thats what i wanted to know which one lowers and which one raises so that would mean the viniger lowers it, also im not using tap water im using rain water. and those digital ph meters cost over 300 dollars when people on this forum i know only use cheap 20 dollars ones with good results.

Since we are talking saving money - Acid magic cost me 8 bucks for a quart at the hdwe store & it is much more concentrated and will go a lot farther than the ph down.
And the Digital meter is the way to go.
