General Marijuana Growing Before Lollipoping should I remove 1/3 lower growth in veg or only flowering?

Before Lollipoping should I remove 1/3 lower growth in veg or only flowering?
Ive started a perpetual grow (Al B style) but I veg for 2 weeks before placing the plants in flowering.
My question is would it be wise to remove the 1/3 lower growth during the 2 week veg stage or is it best done during the 1st & 3rd week in flowering?
