how do i speed things up

ok i have a metal halide 400w light set up and since i used it my plat has grown from 6 inches to 16 inches in like 10 days . but since i topped it like 2 times when it was little it started growing double shoots on each node and im already on the 11 blade nodes like my 2nd or 3rd node of them but im wondering if i should flower my budday now or what and wont it grow like 2 feet more max and how can i force flower it can i do a light cycle of 10/14 or what so any help would be help ful and thanks for the info

if i flowerit would it grow more or not and how can i speed it up kuz im growing in soil and using hrdo foodn etc and foliage feed it and what can i have the hours at ? 10/14 or er what thats what i need to know and some of my double shoots are small its crazy each shoot grows and then the shoot after that grows a double so its grwoing plenty and i got like 20 tops already and im not sure but thats what i got calculated so far it might be fore and i cloned my lil buddy next to my tetra flare so im not sure what to do but i need help with stuff

thanks kuz the light is very hot and so when would i see any signs of anything and is it a good time to flower at 16 inches and bymorning it might be another 2-3 inches
