Default NPK Balance and Nutes?

What is the ideal NPK balance for soil? I know Ph should he at 7 but what about the other two?

Also, I have no clue what to look for in nutes, so what do I want? What balance should they have etc. And how early should I start them? I've heard people say 3 weeks, while others say it depends on the height.

Idont think 7 is correct for the ph but I'm more hydro so not completly sure

I know what they are, I was just looking for a good ratio between the three. Sorry if I didn't word my question right

Also I'm pretty sure the Ph should be around 6.5 or 7, correct me if I'm wrong.
