I've heard of people doing this with marijuana leaves, not the stems though. It's basically the same principle as hash. THC is insoluble in water, but it is soluble in alcohol. So if you add some leaves to vodka, the THC will transfer to the alcohol. And the higher the proof the alcohol is, the better the THC transfers to the drink. You can also increase the ability to leach the THC into the vodka by heating the vodka up (therefore increasing its ability as a solvent) in a sauce pan and adding the leaves. Of course this method will result in you losing some alcohol if you heat it up too much.
You can also just add a bunch of leaves to an alcohol bottle and keep it in a dark, cool place for a month or two to achieve the same relative outcome.
