This isn't true I'm afraid.
Cannabis Sativa and Indica are both photoperiod sensitive, which means that they will not enter flowering until the photoperiod is at the right level. If you maintain a constant 18 hours of light the plant will remain in vegetative growth until that light period is changed.
Cannabis Ruderalis is the only Cannabis variety that is auto-flowering, ie will flower when the plant thinks it's the right time to flower and is not photoperiod sensitive ie it will flower under any photoperiod.
