hey guys i was just wondering when the latest possible time to clone a plant is and if a cutting with some bud on it could possibly survive and grow?

there is no time when it's too late to take a clone. After it roots the clone with the bud will revegg. It's in the grow faq, top left.

It's never too late as long as there's a node junction to be had. The stage you take the clone in would not be preferred during bud. These would take much longer to set and must return to veg prior to taking off again.
