all I can get to sprout is...

I just built a ebb&flow and none of my tomatoes or peppers will sprout.
I presoak my cubes
I got 400 hps
temps 73 to 80
1/4 stength GH nutes
ppms are in 380 range
the only thing I don't have is pH meter(comeing in), but I'm using a drip test and it says around 6.0 so I guess between 5.8 and 6.4
Even with that I would think something would show it's leaves.
