You can talk about watts if the talk is all about, say, cfls. But different lighting systems produce different amounts of lumens per watt and it is the lumens that matter. Also, it doesn't matter how many lumens the bulb produces, it only matters how many hit the target. If you know all the light is falling on the grow area you can just divide the total lumens produced by the sq ft of grow area and get lumens per sq ft.

The sun delivers 10k lumens per sq ft on a sunny summer day. You can grow with 3k/sqft but 4-6 is better. Therefore, 250 watt hps might be ok but 250 watts of cfls might not be enough. Plus, all the light never falls entirely on the grow area so you have to make an honest estimate of what percentage does and factor that in too.
