OK that is what I have designed (In my head?) 4 26v CF's wraped with a half of a tin can to deflect 1 direction only, 4 12V CPU fans each drawing air across a bulb and out of the box. the interior of the box is lined with dull side out silverfoil. Both the fans and the lights are on a 18/6 pattern via a regular house timer since the power supply that I used for the fans was an old 12 v laptop charger that easily plugs into the timer with the lights which simply plug in as well (like a chandaleir) Whooo hooo I though it was a nice design.

ideally

1. you will use 42 watt CFL's
2. the plants will surround the CFL's, making a reflector obsolete.. not always practical...

DO 42 watt CFL's come in a regular bulb base I have not seen any with more wattage (actual) around here

you seriously must have some bad seeds or something, because i planted some germinated seeds, watered and literally left them alone for 1.5 weeks and they were completely fine. i dont know whats wrong with your setup. i can help if you need just pm
