Default DIY HPS cooltube with no ballast?

There is a thread for a DIY cooltube on this site, that uses a regular mogul socket, is this all you need to run a HID bulb? What about a ballast? Someone asked the question in the thread, but it was never answered?

U are going to need a ballast.....remotely placed away from the cool tube.
