Default computer fan seems slow

Just got a computer fan at radio shack. 85CFM. Did the whole phone charger trick, but the fan seems kinda slow. Its spinning faster than I can see it and It hurts to stick my finger in it but it just doesn't seem like much air is flowing. Maybe when its in an enclosed small cab. set up it will still do its job. just testing things out now.

any thoughts, ideas?

what does it say the output voltage is on the phone charger? is it a 12 volt fan?

try to find a similar wall plug that says 12v dc on it. that would give you the full speed of the fan.
