Best Place to live?

I am wanting to move to colorado and am wondering where the best place/city is to grow? As far as the safest place that has the most laid back laws..

West of 287 and East of Salt lake

The laws are pretty set in stone in every city, but some cities like Aurora may ban the coffee shops and stores when they open. As far as growing is concerned as long as you stay within your legal limit (6 plants) any city will be fine Do you want to live in a rural or urban area?

Well i would prefer rural, ie somewhere up in the rockies. Unfortunately i think that a suburb west of denver is the most realistic option, due to price. Any recommendations?
